This isn't a tech race anymore. In 2026, AI has become a sovereignty issue on par with oil or nuclear weapons. Except this time, the weapons are called GPUs, language models, and datacenters. And three worldviews are clashing head-on.

The United States: Winning by Outspending Everyone

Amazon, Google, Meta, Microsoft: between them, they're pouring nearly $700 billion into AI infrastructure in 2026. Amazon alone is committing $200 billion. That's more than the GDP of Greece.

The result? The US captures 75% of all global AI investment. The strategy is straightforward: let the market rip, avoid regulating too early, and count on financial firepower to stay ahead.

Since then, China has doubled down. Alibaba opened up its Qwen model, and it became the most downloaded in the world: 700 million downloads, over 100,000 derivative models on Hugging Face. More than Meta. More than Google.

On the hardware side, Huawei is pushing its Ascend chips to break free from American Nvidia GPUs. The target for 2026: double production to between 800,000 and one million AI chips.

China's strategy is pure judo. You use your opponent's strength against them. US semiconductor sanctions? They accelerated the push for self-sufficiency. Western open-source? China turned it into a Trojan horse to distribute its models everywhere.

Europe: Regulate First, Build Later

Europe chose a different path. The AI Act, the world's first comprehensive regulatory framework for AI, enters full enforcement in August 2026 for high-risk systems. Every member state must establish a "regulatory sandbox" to test AI within a controlled environment.

It's ambitious. But is it enough?

On the investment side, the gap is real. France announced 109 billion euros for AI at the AI Action Summit in February 2025. That's encouraging. But for perspective: France's 109 billion euros is roughly what Amazon spends alone in six months. Europe is betting quality against quantity, regulation against capital. The wager is that the rules of the game matter as much as the resources. We'll see.

The Outsiders: The Gulf, India, and New Alliances

While the three major blocs eye each other warily, other players are making their moves.

Saudi Arabia announced $40 billion in AI investments through its sovereign wealth fund. Its flagship project: Hexagon, a $2.7 billion datacenter operational by late 2026. The UAE is building a 10-square-mile AI campus in Abu Dhabi and launched Stargate UAE with OpenAI.

India is playing to its strengths: its engineers. The country trains millions of specialists every year and is pursuing strategic partnerships rather than raw investment.

What's new is the emergence of unexpected alliances: India-Gulf-Africa networks connecting technical expertise, sovereign capital, and emerging markets. AI geography no longer begins and ends with Silicon Valley and Shenzhen.

What This Means for the Rest of Us

We're looking at three incompatible visions of AI.

The US says: "Let us innovate. We'll figure out the rules later." China says: "We control everything, but we'll distribute our models everywhere." Europe says: "We set the rules first, then we build."

The problem is there's no global governance body capable of refereeing. The United Nations launched an AI dialogue, but the hard topics (autonomous weapons, mass surveillance) remain on the table with no agreement in sight.

For Europeans, the question is concrete: do we want to depend on American models, Chinese models, or are we willing to invest what it takes to build our own? Mistral is the beginning of an answer. But only the beginning.

AI sovereignty isn't just a technology question. It's a question about what kind of society we want to live in. And we're making that choice right now, whether we realize it or not.
